1. In what circumstances the inner headlights on the M235i are supposed to turn on?

2. Is it normal for the tachometer and speedometer to be off until I turn on the parking lights and/or headlights?

Sorry if these are dumb questions but this is not normal on my son's F30 or my wife's F15, I know they are different kind of vehicles, but I need to know if this is normal or not.

On your second answer ScottSinger, does it mean that yours is turned on all the time, like in the F15 and F30 ?

#2 Yes it is normal for the tach and speedo to not be lit until you switch on the parking lights.
