Can't program my cluster

Hello, i have a problem with my cluster i bought BMW E60 and the cluster was change by previous owner and he didn't code in a used cluster so i tried to code in with ista and it just keep failing it could not write cars vin. What should i do in this situationq

Ista wont write the vin.You need to virginise the cluster and 0 it.
or swop eeprom.
