The original post was written wrong (I was confused by that as well). If you go on the configurator you will see all seasons give you a 130 mph limit and Summer tires do not. It's clearly stated in the summary after you configure a car. The removal of the speed limiter is order option 840, and you cannot configure a car with that option without also adding option 2PG (Summer staggered tires)
My dealer screwed up my order and checked both all-seasons and runflats.
Luckily I caught the error prior. I have a Feb 10th build date on mine.
