Spotted a couple hybrid test mules before in the past and they've all had some sort of label indicating that it was a hybrid, so probably not.

Perhaps they used a less expensive 228i for suspension testing? Compared to the amount of camo BMW usually uses for LCI testing, This car has way more. Plus, The car was just released less than a year ago! No need for them to begin road testing the LCI versions so early.
