Exactly. If the car comes on H rated tires, it will be limited to 130 mph. BMW also plays a funny game of limiting cars in steps. A 3er is usually limited to a true 151, a 5er to 153 and a 7er to 155 (give or take for km/h) so that there's no embarrassing issue of a "lesser" car passing the bigger car on the autobahn.
The only BMW's that are available with an optional 186 mph (300 kph) governor are the M5 and M6, although it wouldn't surprise me to see the F8x cars get a similar option.
