Yep, it's "technically" illegal at a federal level, and in many states' statutes as well. Tons of people ditch them and never get a ticket, but it's not unheard of to end up with a citation if you get pulled over for something else. If a cop is really bored, they can actually pull over you for it, but that rarely happens.
