Ok, my first analysis is wrong and the question remains - you can have the M2 you want; but, you're going to have to wait to get it?
So, how about this explanation:
Another poster brought up the effect of Cafe standards. He proposed that BMW had to build a certain number of "environmentally friendly" 2 series cars. They need to do that in order to keep their clean air average acceptably low. Only then were they allowed to build an M2 polluter.
In essence, BMW has to sell X number of non polluters before you get your M2 polluter.
