These guys dyno'd 233HP to the wheel. BMW advertises 240HP for a 228i; Advertised HP ratings are usually crank I believe. 15%-20% loss from crank to wheel HP conversion is pretty standard, so "guesstimated" crank HP is around 275HP - 290HP
So yes, BMW did underrate their advertised HP by about 35HP - 50HP
EDIT: Just as a reference, EAS dyno'd a M235i at 307WHP, so crank HP rating is about 360HP - 385HP

Maybe the real question should be: does BMW understate their HP numbers
more than other manufacturers?
