This has been discussed ad nauseam and it's indeed due to pedestrian regs.

Look around, they aren't the only company doing it. Virtually everyone is doing it now, and for models that currently aren't, you can be sure the next redesign will incorporate it.

Not sure why it seems to stick out on BMWs so much, as I never see anyone comment on it on any other make but BMW. Look at it enough and you'll never notice it.
