It seems BMW does have a tendency to underrate, but C&D also uses a roll out when testing 0-60, so it brings the published times down compared to other testers. They have posted the fastest 0-60 for the M235i using the same methodology.
I'd guess it's overrated but I'd also guess it's unrealistic to expect to consistently replicate C&D's results or to come to a conclusion on HP using independent dyno testing. Bottom line is, the car's a decent bargain, whatever the true numbers.
