Just compare the wHP from various dynos to other engines rated in that range, and that should tell the story. For example, with regards to the M235i rated at 322hp, dynos show ~305hp. Compare that to a Hyundai Genesis 3.8 AT which is rated at 348hp but shows ~275hp on a dyno. "Real" hp is unknown, but that's 30 more hp to the wheels and that's what really counts. A good comparison for the 228i would be the Genesis 2.0, which is rated at 270hp. Or something with GM's 2.0T which is also rated in the 270hp range.
