In very dense, low fog, I don't think xenons would be any more useful than regular halogen lights. The key to fog lights is that they are mounted very low, so the light travels under the fog rather than just bouncing off the fog and producing glare. Even if they are good quality and aimed correctly, I'm not sure they're terribly useful for helping you see, but they may help a little bit. They also may help others see you, but again, I'm not sure it makes a huge difference.

So, xenons are not a substitute for fog lights, but fog lights probably only help a little bit. I live near the coast, so I do actually get to turn my fog lights on at least once in a while.
