I know this is not what you asked but you might want to take a look at this if you hit the pothole in NYC:

The website itself says "You can file a personal injury and property damage claim against the City or contractors hired by the City including damage to a vehicle from a pothole."
A friend of mine did it in LA and it worked. He sent photographs of the pothole with location information and the payment receipts for the tire and the wheel.
