Find another dealer? Maybe ask for the service/parts manager? It's crazy that a dealer wouldn't give you a quote. Offer to bring the car in so they can give a firm estimate.

The other option is to have someone else install it. A differential install is something that any reputable shop can do (it's not hard). The question is whether BMW will simply sell you the differential. They may sell it only as an installed part through dealer networks, or as a port installed option.

You could also consider going third-party. Quaife makes really good quality stuff, and they have a product for the F22.

I think you have to mail your factory differential to the distributor though, which means having your car out of commission for a while.
