If you will apply a second layer of paint the problem is gone.
The bumper plastic is original black. Due to costs, usually no manufacturer (except high cost cars or special orders) applies a lighter pre-layer of paint to ofer a lighter base for the final paint. Don't forget, the metal body of the vehicle has a neutral color prior painting, it is not black.
Also, paint looks different on metal than plastic because the paint adhere different to plastic not to mention the flakes can suffer from static charge as well.
It is very common to any new car, except some colors shows this problem a litle bit more.
If you repaint the bumpers and respect the way/pattern/direction, the car will look better than factory.
