I can't imagine the base 2 series suspension is worse handling than an IS250 from that generation, but I have not driven either car, so take that with a grain of salt.
There are practical advantages to the base 2 series. The smaller wheels and bigger side walls are less prone to damage. The ride is more comfortable. If your sister is not known for whipping around corners, it might just be the right choice for her.
