It depends on which authority has jurisdiction over the road. Some may be state roads, some county, some city. I live on a city road, but the intersecting road at the first corner is a county road. The conditions of the two roads is quite different! Check to see who clears the snow, or if you call one division of government, they will be very quick to let you know if it belongs to another! Each part of government may have its own liability defined differently.
