Idle RPM is the same before and after a tune unless someone requests a higher idle RPM. This can be done and should be done in a couple of cases:
1. There is an aftermarket sound system or other auxillary powered device that draws a lot of power from the car (higher idle will prevent lights flickering and stalling)
2. In a manual transmission car that has a lightweight flywheel that may tend to stall or become extremely noisy at stock idle RPM.
An idle bump will help greatly in both situations, but is really of no consequence to the vast majority of F-series cars on the road.
