Seriously?
Low beams are pointed in one direction. LEDs are not, they scatter. Comparing both is nonsensical.
you don't have to believe what you read, just take your car at night and stand in front of it on a position of an oncoming car with headlights off (which turn the rings on bright for DRL), and with headlights on (which dim them).
The rings are dazzling.
