F1 cars need to have a certain amount of fuel on board for testing purposes so dont really finish on fumes. Also each drivers style varies leaving different fuel levels in the car. Depending on the situation and track position this dictates the revs etc.
For example Hamilton is more efficient than Rosberg in the same car.

I didn't mean literally on fumes, was just using the example because it's a decent amount of extra weight to drag around. Say our tanks hold 75 lbs of fuel, cutting 50 from that would have to have some measurable impact I would think when we're talking fractions of a second, all else equal.
