Not necessarily so..

Steve Dinan talked about this some years ago. That typical stand alone Dyno testing, doesn't mimic real world pressures in front, or under the hood, etc.

Such testing/tuning needs to be done in a near wind-tunnel like conditions, or on a bench dynamiter.

BMW does their homework, & fluid dynamics are important.
