Incorrect -- Because there is no wind tunnel doesn't mean that you can't use a baseline of difference of power and wheel torque gained. That is the purpose of a multiple pull baseline run from warm to hot. If you were comparing wind tunnel tuning from an OEM tuned car to a modded dyno pull this would be correct.

Steve Dinan himself in his own words on his very own site states this...

Also the above post here has a baseline dyno with the OEM box and the aftermarket AFE with a dyno chart to prove this correct. Especially with IAT monitoring you can net amazing results.
