as far as i've been told by someone "in the loop", the F20 was evolved out of the pre-existing E8X architecture, as there simply wasn't enough financial motive for an 'all new platform'. The F20 designation has changed, however the underpinnings are still based off the old E90/E92 platform. The 1-series has never been as 'profitable' to produce as the 3-series, primarily because it uses similar costs and technology but BMW charge less for the car. I think in many ways them keeping the 'old' platform is a way to cut costs on the current evolution of it.
