If they offer both and some people aren't willing to pay for Xenon's then there is obviously a group of people that don't think they are worth the money. Making them pay for something they don't want isn't going to help anything.
Most of the time when people say something should be standard they mean the company should throw them in for free, not add them to the base car and raise the price of the base car.
