That MPG is really below because:
1) You're doing a ton of stop and go driving
2) NY has terrible fuel (heavily oxygenated)
3) You've got xdrive
4) You're likely doing lots of sub 10 mile commutes which means the motor and oil rarely get up to operating temp.
You'd see closer to 27-30mpg if you took the car out on a 300 mile 70mph cruise.
