As I said c43 AMG is regarded as an entry level AMG by Mercedes enthusiasts so why M performance cars are not regarded as entry level M cars by BMW enthusiasts?

On BMW UK website M performance cars are in their own separate categories from non-performance series and M cars

Thus whilst our cars (m240i) are not 'full M cars' they are neither 'ordinary' series cars as well. BMW makes sure this is the case by labelling the engine as M performance.

The M town adverts by BMW has a M performance cars in it m850i
