Don't feed into the BMW marketing/propaganda machine.
It can be done by focusing on lightweight tech. Look at Porsche pushing 400hp in 991S, getting 27 mpg on highway. Even Nissan is getting 26mpg with the 370Z.
A lightweight M2 with a normally aspirated 6cyclinder is more than do-able.
